The casting of lots for making decisions and determining fates has a long history, but lotteries for material gain are more recent. Some are designed to help the poor, such as a lottery for units in a subsidized housing block or kindergarten placements at a good public school. Others are more commercial in nature, such as a lottery for the first draft pick of a professional sports team.<\/p>\n
State officials have a difficult job of balancing the desire to maximize revenues with the need to promote responsible gaming and protect the welfare of their communities. Critics point out that the lottery has an unintended effect of promoting addictive gambling behavior, imposing a regressive tax on low-income communities, and raising ethical concerns.
